This MR is to continue the discussion from #1436
In this version, new attributes are checked to make sure they don't conflict with on defined earlier.
If a conflict is found, then the new attribute is not added, and an error is logged.
This may allow defining the same attribute where the only difference is letter casing in the name (Name & NAME for example). This hasn't been tested though.
